Is SSCC Tier 1 or Tier 2? The most accurate answer is that it is designed as a universal adult interaction practice that can be used across tiers.
Tier 1 foundation
At Tier 1, all adults can learn the same four-part language and use it during routine greetings, redirections, check-ins, classroom interactions, hallway conversations, and minor conflicts. The goal is not to create a separate program. It is to strengthen consistency in everyday adult practice.
Tier 2 intentionality
At Tier 2, adults may use the same process with greater intentionality and coordination. Scan may involve reviewing patterns or known supports. Connect may use agreed-upon check-in strategies. Close may include communication with a mentor, counselor, intervention team, or family according to established plans.
Tier 3 individualization
At Tier 3, SSCC cannot substitute for functional assessment, individualized behavior support, special education processes, mental-health treatment, threat assessment, crisis response, or other specialized procedures. It may serve only as an interaction lens used in alignment with those plans and professionals.
Why MTSS is the right home
MTSS is not merely a triangle or a list of interventions. It is a way of organizing prevention, early response, increasingly intensive support, data use, teaming, and continuous improvement. A brief adult practice can fit within MTSS when it is explicitly taught, supported, monitored, adapted responsibly, and connected to existing systems.
Implementation matters
Calling something Tier 1 does not make it universal. Universal implementation requires access, shared definitions, opportunities to practice, leadership modeling, reinforcement, feedback, and attention to fidelity and adaptation. Research on SEL implementation repeatedly identifies school-level context and ongoing support as important influences on quality.
A systems caution
SSCC should never become a slogan used to blame individual adults for systemic barriers. Workload, staffing, policy, school climate, leadership consistency, and access to specialized services all shape what adults can implement. A research agenda must examine both individual practice and organizational conditions.
SSCC belongs within MTSS not as another layer on top of the system, but as a possible common interaction language that can travel across roles and tiers while remaining subordinate to evidence, policy, and individualized need.
